(DEERFIELD, IL)–A Deerfield, Illinois firm plans to complete the purchase of a Sioux City-based fertilizer maker today.
C-F Industries today announced that is has completed its exchange offer for Terra Industries common stock. Terra Stockholders had tendered shares representing more than 92 percent of Terra’s outstanding common stock.
Because C-F Industries now owns more than 90 percent of the outstanding shares of Terra common stock, C-F will make the acquisition without a vote or meeting of Terra stockholders.
The new Terra owner makes and distributes nitrogen and phosphate fertilizer.
PIERRE, S.D. (AP) Gov. Mike Rounds has allocated $25 million in Recovery Zone Bond authority to four South Dakota projects.
The bond authority is part of the federal stimulus package. A recovery zone is an area that has suffered economic problems because of the recession.
South Dakota counties received $90 million in allocation funds. Rounds says counties without need of the special bond authority turned back $25 million to the state, which is being doled out to the four projects.
The state Human Services Center in Yankton is getting $5.6 million for a dietary services building.

DES MOINES, Iowa (AP) A homecoming ceremony is set for Friday at Camp Dodge in Johnston for 80 Iowa Army National Guard soldiers returning from Iraq.
The soldiers of the 294th Area Support Medical Company will be welcomed home at 3 p.m.
The medical company, based at Camp Dodge, was mobilized last June.
The guard says in Iraq, the company supported a program that provided medical care for 4,500 detainees and ensured that more than 2,000 coalition soldiers were fit for duty.
AMES, Iowa (AP) Officials at Iowa State University say campus police have found a body inside an isolated room of an old farm building near campus.
Officials say an ISU police officer was examining remote areas of the property when he discovered the body of a male about 8:30 p.m. Wednesday. The building is on Iowa State’s Old Dairy Farm site, and is no longer used for agriculture purposes.
The case remains under investigation. The cause and manner of death is pending the results of medical tests. An autopsy was scheduled for Thursday.
There is no word if the body could be that of John Lacina, an Iowa State student missing since January.
ELDON, Iowa (AP) Fire has destroyed a commercial garage in downtown Eldon in southeast Iowa, but firefighters kept the flames from spreading to the town’s historic opera house.
The fire broke out Wednesday afternoon. No injuries were reported.
Mayor Shirley Stacey says the McHaffey Opera House is just across an alley from the garage, and firefighters kept the fire from reaching it.
The opera house, which was built in 1891, is listed on the National Register of Historic Places.
COUNCIL BLUFFS, Iowa (AP) Council Bluffs police say an Omaha, Neb., man was knocked unconscious, wrapped in plastic and left near a city park.
Police responded Tuesday night to a report of someone lying in the grass wrapped in plastic.
Sgt. Chad Meyers said Thursday some kids driving by noticed what they thought were clothes, then spotted the man. When officers arrived, 18-year-old Brandon Dinovo (DEE’-no-voh) was pulling the plastic off his body.
Dinovo told police that someone came up behind him while he was walking and hit him in the head. He was knocked out, and when he woke up, he had been wrapped in plastic from his shoulders to his legs.
Meyers says Dinovo complained of head pain but wasn’t taken to a hospital.
Meyers says there are no suspects.
WATERLOO, Iowa (AP) Waterloo police say two officers were injured during a disturbance in a neighborhood.
Police were called to area Wednesday night in response to a number of people in the street blocking traffic. Lt. Al Carrier says the crowd would not disperse and the situation got “out of hand.”
All available officers and Iowa State Patrol troopers were sent to the neighborhood to bring the situation under control.
Officials says individuals were throwing bricks and bottles at police and squad cars.
The two injured officers were not seriously hurt.
Officials say eight to 10 people were arrested.
